Google Ads Changes in 2027: What Small and Local Businesses Must Fix Before January

Google Ads changed more in 2026 than in any year since Performance Max launched. Most of those changes happened automatically, and most small business owners never got a clear explanation.
Some of them already hit your account. A few more land in early 2027.
I manage 40+ Google Ads accounts across the US, UK, Australia and India, many of them local service businesses. This guide covers what’s confirmed, what’s only reported, and what you should actually do about it.
Quick summary
Already happened: a bidding change that can raise CPAs on budget-limited campaigns, AI Max auto-upgrades, and the removal of Search language targeting
Coming in early 2027: Dynamic Search Ads shut down and move to AI Max, and new standalone Display campaigns are expected to stop
During 2027: remaining Display campaigns get moved into Demand Gen automatically
Biggest risk for small businesses: the bidding change. If your campaign is “Limited by budget” and uses Target CPA, your costs may have gone up without you changing anything

Why Your Google Ads CPA Went Up (The August Bidding Change)
This is the change most small businesses missed, and it probably affects them more than anyone.
What changed
From 17 August 2026, campaigns marked “Limited by budget” using Target CPA or Target ROAS now bid closer to the target you’ve set
Before, if your target was $100 but you were getting leads at $60, Google often kept delivering around $60
Now it works toward the $100 you told it
Google’s own example: a $10 target that was achieving $5 will now deliver closer to $10, unless you lower the target.
Why small businesses get hit hardest
Local service accounts are often budget-limited by design. A $30 to $50 a day budget is common
Many set a “safe” high Target CPA years ago and forgot about it
Google does not adjust your target for you
What to do
Filter campaigns by “Limited by budget” status
Compare your actual CPA over the last 90 days with the target you’ve set
If the target is higher than what you actually want to pay, lower it to your real number
Also worth knowing: Google renamed “Maximize Conversions with a Target CPA” to just Target CPA, and the ROAS version to Target ROAS. The behavior didn’t change because of the name, only because of the August update.
AI Max for Search: The New Default
AI Max isn’t a new campaign type. It’s a set of AI features added to your existing Search campaigns.
What AI Max includes
Search term matching: uses broad match and keywordless tech to find searches beyond your keyword list
Text customization: Google writes ad text variations based on your site and assets
Final URL expansion: Google can send people to a different page on your site if it thinks that page fits better
Brand and location controls
What already happened
Since 3 August 2026, you can’t create new campaigns with campaign-level broad match or Automatically Created Assets
Between 1 and 30 September 2026, those campaigns were upgraded to AI Max automatically
Should a local business turn it on?
Yes, test it if your conversion tracking counts real leads (calls, booked jobs) and your website has clear service pages
Be careful if your site has old pages, blog posts or services you don’t offer anymore. Final URL expansion can send paid traffic there
Use location controls. For service-area businesses, this matters more than anything else
What to do
Check which campaigns were auto-upgraded
Review search terms weekly for the first month
Turn off Final URL expansion if your site isn’t clean, or exclude pages you don’t want ads landing on
Use one-click experiments to test AI Max against your old setup before going all in
Dynamic Search Ads End in February 2027
If you run DSA campaigns, this is your next deadline.
What happens
The full DSA sunset starts in February 2027
Dynamic ad groups become standard ad groups with AI Max features switched on
Your existing URL rules carry over
What to do before February
List every DSA campaign in your accounts
Upgrade manually using Google’s tool, so you keep your settings and history
Run an experiment against the upgraded version before the forced switch
Update any reports that rely on landing page URLs. With Final URL expansion, the page someone lands on may not match the URL on the ad
Display Is Moving Into Demand Gen
Standalone Display campaigns are being retired. The Google Display Network stays, but you’ll buy it through Demand Gen, next to YouTube, Discover, Gmail and Maps.
Key points
Migration tool started rolling out in June 2026
New standalone Display campaigns are reported to stop in January 2027
Remaining campaigns will be moved automatically in 2027
The migration tool carries over up to 42 days of performance history
Migration is one-way. No going back
Manual CPC isn’t available in Demand Gen
For local businesses, the biggest win inside Demand Gen is the Maps-only channel control. I’ve covered setup, targeting and bidding in detail here: Demand Gen for Local Service Businesses: The 2026 Playbook
What to do
Export placements, exclusions and audiences from Display campaigns
Move content exclusions to account level before migrating
Migrate your lowest-stakes campaign first
Don’t wait for Google’s automatic move
Language Targeting Is Gone From Search
From late September 2026, Search and AI Max for Search campaigns no longer use the campaign language setting. Ads now match based on the language your ads are written in, along with the user’s language preferences.
Who should care
Businesses in multilingual markets: India (Hindi / English / regional), Canada, Wales, Belgium, the Gulf
Anyone who used language targeting to control who saw their ads
What to do
Make sure ads and landing pages are written in the language of the people you want to reach
If you serve two languages, consider separate ads (and ideally separate landing pages) for each
Performance Max still uses the language setting on YouTube, Display, Discover and Gmail, just not on Search
Ads Inside AI Mode
At Google Marketing Live 2026, Google announced new ad formats inside AI Mode, its conversational search experience, which Google says now has over 1 billion monthly users.
What it means for local businesses
People are asking longer, more detailed questions (“which electrician near me can install an EV charger this week?”)
Ads can now appear inside those AI answers with a “Sponsored” label
Rollout is happening region by region, and some formats are still in pilot
What to do
Make sure your service pages clearly explain what you do, where, and for whom. AI systems read your site to decide relevance
Keep your Google Business Profile updated (reviews, hours, services)
Write ad assets that answer real questions, not just “Best Plumber In Town”
Other Updates Worth Knowing
Smart Bidding Exploration: lets Google go after conversions from searches you wouldn’t normally bid on, using a ROAS tolerance. Mainly for Performance Max and Shopping
Promotion Mode (beta): temporarily loosen targets and add budget for peak periods like Black Friday, instead of permanently changing targets
Ask Advisor (beta): a Gemini-powered agent across Google Ads, Analytics and Merchant Center that can suggest optimizations and build campaigns
Impression counting change (17 Feb 2027): Display impressions in AdSense and Ad Manager will only count once an ad starts rendering. This mainly affects publishers’ reports, not advertisers’ campaigns
Google Ads 2027 Checklist for Small and Local Businesses
This week
Filter “Limited by budget” campaigns and reset Target CPA / ROAS to what you actually want to pay
Check which campaigns were auto-upgraded to AI Max
Review search terms on upgraded campaigns
Before December
Confirm conversion tracking counts real leads, not page views
Clean up old pages that AI Max could send traffic to
Check ads and landing pages are in the right language
Schedule Promotion Mode for any seasonal peaks
Before January 2027
Migrate Display campaigns to Demand Gen with the tool
Move content exclusions to account level
Before February 2027
Upgrade DSA campaigns to AI Max manually and test
Fix any reports that depend on final URLs
The Bigger Picture
Every change on this list points the same way: Google is taking over more of the manual work. Bids, keywords, ad text and even landing pages are becoming automated.
That doesn’t make account management less important. It moves the work somewhere else:
Tracking: Google can only optimize toward what you measure
Targets: Google will spend up to the number you give it
Website: AI Max and AI Mode read your site to decide where you show up
Review: someone still has to check that the leads are real customers
Google can decide which auction to enter. It can’t decide what a customer is worth to your business.
Frequently Asked Questions
What are the biggest Google Ads changes in 2027?
Dynamic Search Ads move to AI Max from February 2027, new standalone Display campaigns are expected to stop in January 2027, and remaining Display campaigns move to Demand Gen during 2027.
Why did my Google Ads CPA increase after August 2026?
If your campaign is “Limited by budget” and uses Target CPA, Google now bids closer to your target instead of staying below it. Lower your target to the CPA you actually want to pay.
Is AI Max mandatory?
Campaigns using campaign-level broad match or Automatically Created Assets were upgraded automatically in September 2026. DSA campaigns follow from February 2027. Individual AI Max features can be adjusted in campaign settings.
What happens to Dynamic Search Ads in 2027?
From February 2027, DSA campaigns upgrade to AI Max. Dynamic ad groups become standard ad groups with search term matching, text customization and final URL expansion turned on.
Is the Google Display Network shutting down?
No. The inventory stays. You buy it through Demand Gen campaigns instead of standalone Display campaigns.
Can I still target ads by language in Google Search?
No. From late September 2026, Search ads match based on the language of your ads and the user’s language preferences.
